Rome: Total War Excellent game.

Great game to learn how to manage an empire. You have to have a balance of projects for the people while maintaining a standing army and navy. Not to mention you have to do the bidding of the Senate. You can play just managing your empire and let the computer decide the outcomes of battles or you can take command of individual units and fight the battle yourself. Hours of fun with little violence and certainly no blood or guts.
