Cohen (politics, New York U.) challenges the fatalist argument that the structures of Latin American societies are unchangeable, and so reverted to authoritarianism in reaction to attempted reforms during the 1960s and 1970s. There were of course structural constraints, he says, but the actors involved made intentional, rational choices, and could have made others that would have avoided the dismantling of the democracies.
