Screenwriter Daniel Pyne got the idea for "Pacific Heights" from his own personal experiences in tenant-landlord relations, saying, "I had to evict somebody from a three-flat building. I thought it would be a really simple procedure: He didn't pay, so he had to leave. But then I started learning more about the law. He was scamming us, and even though he didn't pay, he still had a right to be there... 'Pacific Heights' is about what would have happened to me had I not been able to afford the [eviction proceeding] payments, if I had a psychopathic scam artist as a tenant similar to the character played by Michael Keaton in the film..."
