Beware of used cell phones

I purchased a used Motorola V190 cell phone because I will be in Europe for several weeks this summer, and I need an unlocked GSM quad band phone to use during my trip. Unfortunately, I did not even get to try out the phone because it was not operational when it arrived. I have used Motorola phones before and expected the usual Motorola reliability. However, the phone would not charge and would not turn on. I was unable to determine whether the problem was with the battery (which the seller advised was a new battery) or the phone itself. The seller agreed to take the phone back. While I love Motorola phones, I will stay away from used ones in the future.
