Veteran agent Kay (Jones) and his newly recruited partner Jay (Smith) are providers of intergalactic immigration services and regulators of all things alien. While investigating a series of unregistered close encounters, the MiB agents uncover a deadly plot of an intergalactic terrorist--Edgar, a carefully disguised descendent of the "bug" race--who is on a mission to assassinate two ambassadors from opposing galaxies.
