The righteous grooves created by George Clinton and his bands Parliament and Funkadelic in the 1970s were prime picking grounds for sample-searching hip-hop artists and crate diggers in the 1990s. Clinton was well aware of the phenomenon, and in 1993 played up to his new kinship with the hip-hop world on the hard-edged solo release HEY MAN... SMELL MY FINGER. The presence of rap icons like Dr. Dre and Public Enemy on the cut "Paint the White House Black" signals Clinton's enthusiasm for funk-rap fusion, and "The Big Pump," which references pulsing, club-oriented electronica, shows the man is hip to other contemporary sounds as well. But HEY MAN shines most when Clinton sticks to his specialty, as he does on the hard, old-school funk of opener "Martial Law." While not an essential addition to the P-funk catalog, it still offers no shortage of tasty jams.
