I'm a fan of Stephen Frey. This was not one of his better books, but still was good. The plot centers on a corporate raider who is attempting a hostil takeover of a company that is run for a secret government group headed by the President. It's supposed to be targeting terrorist, but many inocents are being caught up due to personal vendetta's. Plot was good, but rather confusing trying to keep up with all the characters and constant shifting from one group/plot to another. Characters weren't completely "fleshed" out....I thought.

Members of this 150 year old Order are immune from prosecution for any criminal act. The unit was activated after 9/11: prior Orders were activated after the Lincoln assassination, the Manhattan project, and the cold war.
Michael Rose, a private equity CFO, is induced to launch a tender offer for CIS, a large corporation used as an I-4 cut-away, by a group bent on revealing and destroying the Order.
It is a fast paced thriller combining power politics and financial intrigue.
