I know that I will never order another item from half.com. I never received my purchase and my credit card was billed 3 days after I ordered the item. I am sure that I will advertise to all my classmates and friends on the horrible service and types of fraud committed on this website and I already notified American Express and I filed a dispute with them.

Wife was looking for this book for her class. Found it listed. Selected it on 4/23/09. Used the Buy Now option. Won it fair and square, and paid $82.90 for it instantly with Pay Pal. Then, wonder of wonders, I get a refund from Half.com on 4/29/09. No explanation offered. Meanwhile, we've lost a week getting a book for a class that's coming ever closer. At least there was no hassle over payment for something that never arrived, but I'd never be able to get away with that kind of nonsense as a seller. Neither should Half.com. If it's available, send it. If it's not available, don't advertise it!

I boought this text for my POL 573, Public Budget and Finance, class. It has served me quite well to learn about financing in the public sector. Mikesell writes from more of an economist's viewpoint, which I found to be a good thing. Sometimes he becomes a little too fixated on numbers, which can make the text boring, but that's only my opinion. I believe it is a great text for my class, which isn't really the most interesting subject in the world. Also, many of my classmates, and myself as well, have expressed trouble when working on some of the exercises following each chapter. They can be a little tough... Overall, I would say this is an average textbook.
