I purchased this book online because I assumed it would contain a lot of information not commonly found in a Scott U.S. Catalogue. Unfortunately, the book is little more than a 1999 price guide. Another negative is that it uses the Minkus rather than Scott numbering system. I've organized and labeled my collection by Scott number and find translating the Minkus numbers to be an aggravation. While the book does contain some production notes and plate number and plate position information for most issues, I think your money would be better spent on a current Scott Catalogue.
